Talent Development

Studies show that outsourcing vendors remain bullish about Davao City due to its large untapped manpower base as dominant players in the Philippines reach their saturation point and next-wave cities ramp up their talent development efforts. Crucial to the talent development process is an adequate understanding of ICT and IT-B PO skills required for the short and medium term. For Davao City to become a major player, it needs to accelerate the development of a ready-now human resource base both at the entry level and middle management while working together with local government and national government agencies.

Understanding the skill sets required for us to compete in the higher value services such as KPO (knowledge process outsourcing) and ITO - Information Technology Outsourcing is also required.

Infrastructure Development

While major telecommunications companies are now present in Davao City, the need for affordable bandwidth, improved efficiencies in networks, innovative applications of wireless and satellite applications and the development of more efficient Internet computing networks is still far from ideal. The challenge of expanding locators' recruitment reach and the transportation of people from various points in and out of the city need to be addressed. The plenary aims to identify ways by which infrastructure systems ensure that safety and security for the workforce can be assured.

Cost of Doing Business

Abundant and low-cost real estate is spurring the growth of IT-BPO investments. The boom is fuelled by real demand with many potential investors asking for ready-now spaces at reasonable cost. Dominant players such as Manila and Cebu have abundant IT parks (78 and 21 respectively) that are PEZA registered. In these same cities, real-estate developers providing office spaces for business-process outsourcing (BPO) clients are reducing their rental charges by 15 to 20 % to continue cornering customers despite the market downturn. With Davao lagging behind in terms of space availability (4 to 6 PEZA-accredited sites only) and many of our developers taking a conservative approach, how do we increase our competitiveness as an outsourcing destination? The increasing reliance by ICT businesses to improve processes and service delivery has also resulted in increasing energy demand. How can ICT stakeholders lead the energy conservation efforts of the City?

Business Environment

To encourage investments in ICT, especially in the knowledge and creative services there is a need to review the combination of incentives to encourage growth and reduce access cost thus creating a business friendly environment for ICT investments. The plenary aims to revisit and benchmark Davao City against other global cities with best of class incentives both fiscal and non-fiscal. While all of Mindanao continues to face the challenge of overcoming its safety and security, stakeholders must ensure that public and private stakeholders work together to ensure business continuity and disaster recovery plans are effective and in place.
